As an Administrative Hearings Officer, Lou has presided over enforcement and forfeiture actions for the Department of Health, Department of Land & Natural Resources, Department of Transportation, and the Employee Retirement System in the State of Hawaii. His work in these administrative settings reflects a commitment to collaborative, careful, unbiased decision-making.

Beyond hearings, Lou is experienced as a Fact Finder and Investigator for employers, unions, and government agencies. His responsibilities have included cases involving Labor/Management, EEO disputes, harassment, discrimination, workplace violence, and whistleblower complaints.

Lou Chang, ALC is one of four designated statewide mediation service providers for the Hawaii condominium evaluative mediation program administered by the Real Estate Commission.

Lou also facilitates and mediates organizational, business, partnership, and trust & estate matters, including strategic planning sessions where impartial and thoughtful leadership helps move groups toward productive solutions.
